(I)Scope of Services
UIS’ product certification scope of services:
With the ISO/IEC 17065 accreditation, SASO and GSO acceptance, UIS will be authorized to issue Product Certificates of Conformity (PCoC) across multiple industries and product categories.
Accreditation enables UIS to certify products in three sectors, ensuring compliance with the highest standards of safety, quality, and performance, these sectors include:
1- Textile Products: (Scheme Type 1a and Scheme Type 3)
Procedure for granting, for maintaining, for extending or reducing the scope of, for suspending, for
withdrawing or for refusing certification: (UIS.CP.07)
Certifying textiles for quality, durability, and safety according to SASO technical regulations.
2- Detergents: (Scheme Type 3)
Certifying household and industrial detergents to meet health and environmental standards according to SASO technical regulations.

3- Low Voltage Electrical Equipment and Appliances: (Scheme Type 1a)

(II)SABER certificate
How to obtain SABER PCoC:
Client (importer) must submit an online application through the SABER electronic platform to obtain the Saudi Conformity Certificate and register products listed in the relevant technical regulations as follows:
Create an account for the importer or local manufacturer.
Enter the product data.
Select the appropriate HS Code.
Search on the platform to identify the related technical regulation.
Review the requirements, standards and specifications to comply with.
Upload the product documents and images.
Submit accredited test reports provided that the product conforms to Saudi standards.
Select and apply to accredited and notified conformity assessment body like (UIS).
Obtain a Product Certificate of Conformity (PCOC).
UIS steps for issuing Saber PCoC (Product certificate of conformity)
Determination of SASO TR that the product falls under, certification scheme and the list of SASO standards applied.
Examination of the manufacturer’s Technical Documentation File for compliance with the requirements of the SASO TRs.
Performance of product tests/ inspection by an accredited laboratory/ inspection body.
Assessment of production (Factory Audit) for products lies under schemes type3.
Evaluation of the complete technical file documentation.
Review the complete technical file documentation.
Consider the recommendation for granting certificate.
Issue of Saber Certificate of Conformity.

The PCoC shall be issued by a company authorized by SASO within the geographical scope of the country of origin, after the conformity requirements have been met.
The Saudi Certificate of Conformity is valid for one year.
(III)Common documents for application
Common information to be prepared before application on SABER platform:
• Scope of certification is defined.
• Sufficient Product information.
• Sufficient Manufacturer/ Supplier information.
• HS code.
• Test/ Inspection accredited report.
• Risk assessment report.
• Clear product photos.

(IV)Shipment Certificate of Conformity (SCoC)
Following the issuance of a certificate of conformity for regulated products, or a supplier’s declaration of conformity for non-regulated products, a certificate issued by the Saudi Standards, Metrology and Quality Organization (SASO) for a quantity of a product intended for export to the Kingdom, It is identifiable by a serial number, batch number, or production date to confirm compliance with relevant standards. This certificate is issued for each individual imported shipment and includes invoice details and the product quantity.
A consignment certificate is required for non-regulated products after their self-declaration, at which point the products become eligible for entry into the Saudi market.
How to get Shipment Certificate of Conformity (SCoC):
1. Log in to the Saber electronic platform.
2. Submit a new shipment conformity certificate registration request from the main menu of electronic services.
3. Select the required products.
4. Add the invoice (invoice date, invoice number, total invoice amount, currency, supplier name and address).
5. Complete the product details, select the invoice for each product from the added invoices, specify the quantity and product value on the invoice, and then select the shipping country.
6. Agree to the terms and conditions, then submit the request.
Imported Self-Certification on the Saber Platform:
1. Log in via the Saber electronic platform.
2. Select Imported Self-Certification
3. Select the product
4. Add all model numbers associated with the product
5. Create declarations
